This one. I know, it gets a lot of flak for being "hot pants", but hey, it's the only costume that she wore for any prolonged period of time in which she was wearing pants of any sort, so I think that's a good thing. And come on, the blouse is so cute! With the whole poufy-sleeves thing, you can tell it wasn't meant to be grossly skintight like how Ed Benes drew it. Likewise, it might be a V-neck but the cleavage isn't anywhere near as extreme as, well, how Ed Benes drew it (note that in the above image you don't actually see any cleavage, not even the little vertical line that lazy artists draw to denote "cleavage". OTOH given the relation of the neckline to her breasteses you probably should see some indication of cleavage, so maybe this is just an example of super-lazy art). So just b/c one hack made it look trampy doesn't retroactively erase the fact that the costume, in actuality, was pretty awesome.

Also, see, the shorts really weren't that short at all! I really can't explain why those little puff-balls are on the hem, though. They were present in most of those issues. It was weird.
Speaking of unpopular Supergirl costumes, you know which Supergirl costume is my second favorite?

This one. For real. I know it's super-dated now but for its time I think it was really really cute. Come on, you know it was. I would totally wear this one.

I'm a big fan of the Supergirl 70s look myself. I keep hoping that some enterprising artist might resurrect it for the comic. I know Alex Ross is pretty fond of the hot pants look; maybe he can be persuaded to start drawing the Maid of Might regularly! :)
